Having worked in council for over a decade I saw many interesting and heard interesting tales about why a person decides to do work without approval where it is required.
From ‘Council never comes here” to ‘its my place and I will do what I want’.
While there is a possibility that you may get away with it but why take the risk, besides giving me work to sort it out, it is time consuming and usually more costly that getting an approval. It could involve a day in court and a considerable fine.
If you are unsure if your work requires approval ring council or us and ask.
